ASI-SIOI students discuss final theses on the return to the Moon

  • 16 October 2026

On Wednesday, 14 October 2026, the students of the XVIII edition of the Advanced Training Course in Space Policies and Institutions, offered by the Italian Society for International Organization (SIOI) and the Italian Space Agency (ASI), discussed their final theses, marking the conclusion of this year’s programme.

The common theme selected for the final research projects was the return to the Moon, reflecting the renewed international momentum surrounding lunar exploration and the long-term ambition of major space actors to establish a sustained presence on and around the Moon. This evolving scenario raises a wide range of political, technical, industrial, socio-economic and legal questions, making the return to the Moon an especially relevant topic for the multidisciplinary approach that characterises the Course.

Against this background, each module addressed the theme from its own disciplinary perspective. The Politics and International Relations Module focused on strategies, international cooperation and the governance of cislunar space; the Technical, Scientific and Industrial Module examined the technical, scientific and industrial implications of the new Moon race; the Socio-Economic Module explored the prospects for the development of a lunar economy in the context of a long-term presence on the Moon; while the Legal-Institutional Module addressed the legal regime applicable to renewed lunar activities.

Within the Legal-Institutional Module, coordinated by Sergio Marchisio, students developed their final research under the guidance of the Module Coordinator, Dr. Maria Vittoria Prest and Francesco Lazzaro. Their work explored a number of key legal issues raised by future lunar activities, including deconfliction in the context of the Artemis Accords, the Artemis programme and the International Lunar Research Station; safety zones, also in comparison with the law of the sea; public-private partnerships in lunar missions; the legal regime of natural lunar resources; and the use of nuclear reactors for permanent lunar bases.

The final thesis discussions reflected the strong commitment, enthusiasm and intellectual curiosity shown by the participants throughout the Course, as well as their ability to develop original lines of inquiry around a topic of major current interest for the international space community.
