National Space Law: Analysis and Cooperation between Italy and China

The scientific project “National Space Law: Analysis and Cooperation between Italy and China” was carried out from 2015 to 2017 by the OSL Team on the basis of the Agreement on Cultural and Scientific Collaboration between the Department of Political Sciences of Sapienza University and the Harbin University Institute of Technology (HIT).


The purpose of the Project was to establish a strong collaborative relationship in the field of international law of space activities with the HIT, enhancing the exchange of information and knowledge in a field in which both Italy and China invest significant resources with benefits of international relevance.

The research focused on the analysis of the means to adopt an organic national space legislation and its contents, in accordance with international obligations, and able of both promoting the Italian industry, considered an excellence in the field of space activities, and encouraging the participation of private entities in scientific and commercial space activities. Similarly, and in a spirit of collaboration and knowledge exchange, these opportunities were evaluated with respect to Chinese space regulations.


The Project included the implementation of educational activities, seminars and conferences concerning the topics covered by the research.

Main activities

The 4th APSCO Space Law & Policy Forum 2017

The 4th Asia-Pacific Space Cooperation Organization (APSCO) Space Law & Policy Forum took place from 10 to 12 July 2017 at the Harbin Institute of Technology, China. It was the fourth biannual event of that kind and served as a high-level platform for discussions and exchange with the aim of promoting space law and policy among APSCO Member States.

The event, themed “Satellite Usages and the Developments in Space Law & Policy”, featured among others, University Vice-President Prof. Ren Nanqi and Dean of the School of Humanities, Social Sciences & Law Prof. Zhao Hongrui.

For Sapienza University, Prof. Sergio Marchisio delivered a Keynote Speech in the opening session of the Forum on “The Evolution of Space Application: Legal Challenges for Space Law” and chaired the second session, dedicated to “Satellite Usages and the Development in Space Law & Policy”. Finally, Prof. Marchisio participated in the closing Panel of the Forum themed “Role of International and Regional Organizations in facilitating Space Law and Policy Formulations: A Contribution to UNISPACE+50”. Dr. Gianfranco Nucera, research fellow at the Department of Political Sciences, contributed to the third session of the Forum on the topic “Legal Framework and Policy Issues in Satellite Data Sharing” with a presentation on “Legal Issues concerning Satellite Data Sharing in Mitigating Natural Disaster Effects and Improving the Response”.

The Evolution of Space Activities. A New Italian Legislation?

On 6 November 2017, Prof. Marchisio delivered the keynote “The Evolution of Space Activities. A New Italian Legislation?” at the Rectorate of Sapienza University. The contribution addressed the issue of whether Italy should adopt new legislation on space activities and the content of such legislation.

The event was organized by Sapienza University in collaboration with the Academie de l’Air et de l’Espace (AAE).
